About this role: The APAC Compliance Surveillance team performs second line of defense trading, electronic communications (eComms) and voice surveillance of Corporate and Investment Banking (CIB) Capital Markets activities to confirm compliance with market abuse regulatory requirements and internal Wells Fargo policies and procedures. Processes may result in the detection and escalation of risks, which include metrics and reporting that effectively summarize the results of surveillance activities to provide senior management insight into employee and client compliance with applicable market abuse regulatory requirements, and internal Wells Fargo policies and procedures.
Reporting into the APAC Compliance Surveillance Head, Wells Fargo is seeking a Senior Compliance Specialist with experience gained at large multi-national financial institutions, including an understanding of regulatory expectations around monitoring and surveillance, experience in developing and/or implementing compliance monitoring and surveillance programs and activities, and experience in interacting with teams responsible for these activities. In this role, you will: - Establish, implement and maintain risk standards and programs to drive compliance with legal, regulatory and Corporate Policy requirements
- Oversee the Front Line's execution and challenges appropriately on compliance surveillance related decisions.
- Provide oversight and monitoring of risk-based compliance surveillance programs. This includes but not limited to oversight in the dispositioning of surveillance alerts to identify potential non-compliance with laws / regulations / Compliance policies.
- Perform testing on Front Line's scenario / model parameters and thresholds used on Wells Fargo platforms, to validate that scenarios / models are properly designed, parameters are appropriately used, and thresholds properly fine-tuned based on model validation and data testing methodologies (i.e. below-the-line testing, linear regression testing, etc).
- Provide subject matter expertise with comprehensive knowledge of business and functional area
- Monitor reporting, escalation, and timely remediation of issues, deficiencies or regulatory matters regarding compliance risk management
- Identify and recommend opportunities for process improvement and risk control development
- Receive direction from leaders and exercise independent judgment while developing the knowledge to understand function, policies, procedures, and compliance requirements
- Partnering with Compliance teams (including US, EMEA) and other stakeholders, to develop, enhance and maintain the global compliance surveillance program.
- Where required, perform targeted or deep dive investigations to identify potential compliance and conduct risk issues, including market abuse, market manipulation, trading on insider information, unlawful disclosure and market or personal conduct breaches.
- Report findings and make recommendations to management appropriate committees
- To support the Enterprise and Regional Compliance Surveillance projects as well as ongoing enhancements/initiatives.
- Assist in the update/enhancement of Compliance Surveillance policies and procedures
- Assist in the preparation of periodic management information reports (MI) on surveillance / surveillance oversight.
- Assists in audits and inspections where required.
Required Qualifications: - 4+ years of Compliance experience, or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education
Desired Skills and Certifications: - Degree holder with preferably 7 years of experience in the financial industry.
- Good knowledge of FX, Fixed Income securities, and/or derivatives products.
- Experience in using/implementing trade surveillance and eComms surveillance tools (either in-house or third party vendor)
- Analytical skills - the candidate must be fairly analytical with experience in collecting, analyzing, and synthesizing information on various subjects.
- Problem solving skills - the candidate must demonstrate the ability to identify key issues, and obtain appropriate information for further analysis.
- Data skills - the candidate must demonstrate the ability to independently source for data from technology teams / platforms and perform data validation / testing
- Communication - excellent interpersonal, communication (written and oral) skills are essential with an ability to liaise professionally and with diplomacy across all levels of staff.
- Proficiency in English; fluency in Mandarin, Cantonese and/or Japanese an advantage but not a must
