About the Department
The Technology and Operations function is comprised of five teams of specialists with distinct capabilities: business partnership, technology, operations, risk governance and planning support and services. We work closely together to harness the power of technology to support our physical and digital banking services and operations. This includes developing, centralising and standardising technology systems as well as banking operations in Singapore and overseas branches.

Job Responsibilities
The GTO Technical Delivery Manager is responsible to deliver project(s) that span across multiple business units. Manage resources, schedules, financial and adhere to stage gate quality and SDM control guidelines throughout the full systems development life cycle. This also includes management of issues, risks and project change requests to ensure successful and on-time project delivery.
The GTO Technical Delivery Manager has the authority to run the project on a day-to-day basis. Verify that the project produces the required deliverables of quality, within the specified boundaries of time and cost and to achieve the potential benefits.
As this is a Technical Delivery Manager for bugfixes, the candidate needs to be fluent with front to back handling. This is a challenging role as candidate needs to understand from front office to backoffice including the impact to accounting and downstreams. Candidate will also need to have a view to the risk and impact to production, This is not a pure delivery manager as the focus will be production stability as well as committed delivery. Candidate will need to be able to weigh the importance and criticality of fixes and how it can further the front to back environment.
Candidate is expected to align the processes, build automation tools, plan ahead and communicate to all stakeholders. Good communications and articulation skills is a MUST.
Key Responsibilities

Stakeholder and Communications Management
  • Manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues
  • Continually manage project and program expectations while delegating and managing deliverable with team members and stakeholders
  • Determine the frequency and content of status reports from the project and program team, analyse results and troubleshoot problem areas
  • Deliver appropriate and effective executive level communication
  • Provide status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership and business stakeholders
Process and Delivery Execution
  • Manage a portfolio of complex initiatives that span one or multiple lines of business
  • Full project life cycle ownership to ensure successful project delivery
  • Manage all aspects of the projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives
  • Prepare detailed project plan for all phases of the project
  • Ensure assignment of adequate resources to achieve project objectives in planned timeframes
  • Manage the day-to-day project activities and resources and chairs the project management team meetings
  • Understand interdependencies between technology, operations and business needs
  • Manage project scope and changes
  • Act as an internal quality control check for the project
  • Manage ongoing quality control and participate in quality issue resolution
  • Delegate tasks and responsibilities to appropriate personnel
  • Monitor, track and control outcomes to resolve issues, conflicts, dependencies and critical path deliverables
  • Ensure that projects and programs are proceeding according to scope, schedule, budget and quality standards
  • Manage project and program issues and risks to mitigate impact to baseline

Job Requirements
• Bachelor's Degree in appropriate field of study or equivalent work experience
• Proven working experience in project management in a banking environment and in treasury products related.
• Project Management Professional (PMP) / PRINCE II certification is a plus
• Murex knowledge is a plus
• Excellent client-facing and internal communication skills
• Excellent written and verbal communication skills
• Solid organizational skills including attention to detail and multitasking skills
• Ability to multi-task and perform well under pressure
