About the team

The IT Planning & Control team is a newly established function within IT Governance & Risk Control for Mizuho Bank, Ltd. Hong Kong Branch.

The team is being set up to strengthen IT planning, budgeting, reporting, and vendor governance across the Branch IT function, and to provide more structured support for management decision-making, financial oversight, and governance coordination.

Role requirements

• Lead the annual IT planning and budgeting process, including periodic forecast updates.
• Develop and maintain the IT roadmap in alignment with business priorities and technology initiatives.
• Oversee budget-versus-actual tracking, cost visibility, and management reporting.
• Support investment prioritization and planning coordination across IT teams.
• Establish and enhance KPI and status reporting for IT management.
• Oversee vendor governance, including performance tracking, commercial oversight, and service quality monitoring.
• Drive consistency in planning standards, reporting templates, and governance processes.
• Work closely with IT, business, finance, procurement, and relevant control functions to support effective decision-making.
• Identify opportunities for process improvement in planning, reporting, and cost management.
• Lead and develop team members to ensure high-quality delivery and effective team collaboration.

Essential Functions

• Perform assigned tasks in a correct, timely, and professional manner.
• Lead and coordinate IT planning and control activities across the Branch IT function.
• Ensure compliance with internal policies, procedures, and governance standards.
• Review and improve planning, budgeting, reporting, and vendor management processes.
• Prepare and present clear management reports, analysis, and recommendations.
• Provide guidance, support, and coverage for team activities when required.
• Maintain effective communication with stakeholders across IT and business functions.

Work experience, education and skills

• University degree in Information Technology, Business Administration, Finance, Accounting, or related discipline.
• 10-15 years of solid experience in IT planning, IT finance, PMO/PPM, governance, or related management functions.
• Proven leadership experience in banking or other regulated financial services environments is preferred.
• People management experience required.
• Strong knowledge of budgeting, forecasting, cost control, management reporting, and KPI oversight.
• Experience in vendor governance, contract/service oversight, and cost management.
• Strong presentation, communication, and coordination skills with senior stakeholders.
• Proficiency in Excel, PowerPoint, and reporting tools.
• Good command of written and spoken English.
• Japanese language capability would be a plus.
