Job description
We are looking for a strong Fraud Risk Lead who is accountable for the execution and enhancement of the Bank's fraud risk strategy, ensuring the fraud risk framework is in line with MAS guidelines, enterprise risk management and industry best practices.
On a day-to-day basis, the incumbent will be responsible for monitoring, detection, and case investigation; as well as, fronting internal and external stakeholder engagement in the anti-fraud space.
Responsibilities
Strategy & Governance
Refine the Bank's fraud risk strategy and policies and effectively operationalise the corresponding control measures
Design and enhance the reporting dashboards and Key Risk Indicators (KRIs) to monitor the fraud risk and control environment and report periodically via the relevant oversight, risk and senior management committees.
Ensure ongoing compliance with relevant guidelines from law enforcement authorities and regulators and benchmarking against industry anti-financial crime standards
Analytics & Detection
Partner with fraud and core banking technology teams to deploy, tune, validate and optimise fraud rules and AI/machine learning models
Partner with Data team to perform fraud trend analysis and horizon scanning to proactively identify emerging typologies and mitigate the bank's exposure to threats with urgency and accuracy (e.g. scams, mule accounts, ATO, application fraud, deepfake/social engineering)
Operational Effectiveness
Coach and mentor junior team members and develop fraud investigation, analytical and risk management capabilities.
Handle case escalation, disposition, and regulatory reporting (e.g. STRs, police reports)
Provide fraud risk assessments for new product launches and process/system changes
Stakeholder & External Engagement
Act as the key liaison to timely handle queries from regulators, law enforcement, and relevant inter-bank fraud networks
Responsible for timely reporting to the authorities
Support internal and external audit engagements and risk assessments exercises
Culture & Capability Building
Design and deliver fraud awareness training across the Bank; ensure relevant staff are trained on fraud policy and emerging typologies
Produce customer education materials to strengthen scam awareness and fraud prevention.
Foster a proactive fraud risk culture by encouraging timely escalation, professional curiosity and informed decision-making.
Job Requirement
Required Qualifications & Experience
10+ years of fraud risk or anti-financial crime experience in banking or fintech, spanning both strategy/policy design and hands-on operations
Corporate banking fraud risk experience is required (not retail-only) - including exposure to trade finance, commercial payments, or corporate account fraud typologies.
Demonstrated experience refining fraud risk strategy and frameworks from the ground up - not just executing an existing framework.
Strong working knowledge of fraud typologies: application fraud, mule accounts, account takeover (ATO), authorized push payment (APP) scams, first/third-party fraud, internal fraud.
Proven experience with fraud analytics/reporting and data-driven detection
Good understanding of MAS regulations relevant to fraud, scams, cybersecurity, and data privacy
Experience engaging regulators, law enforcement, and industry bodies
Strong communication skills and stakeholder management across Risk, Compliance, Technology, Operations, and business lines.
