The Operational Resilience Specialist, SPM & BC will provide guidance and oversight to enable the business to effectively execute an appropriate balance between managing operational resilience, service provider risk management and business continuity obligations, while supporting strategy, commercial outcomes and regulatory compliance.

The role is responsible for supporting the development, implementation and oversight of Liberty's operational resilience, service provider risk management and business continuity frameworks, plans, registers and related controls. This includes ensuring business adherence to relevant policies and compliance obligations under applicable standards and regulations of the market throughout the service provider management lifecycle and broader resilience program.

The Operational Resilience Specialist works closely with cross-functional stakeholders to identify, assess and manage operational resilience, service provider and business continuity risks. These include Procurement, Business Owners, Risk and Compliance, Information Technology, Legal, Audit, Operations and Crisis Management teams, as well as regional and global stakeholders where required.

This role supports Singapore and Hong Kong's operational resilience framework, business continuity obligations and service provider management requirements, including those organisations that deliver critical operations on Liberty's behalf, aligned to Liberty Mutual principles and guidelines.

The role is responsible for advising on and ensuring adequate business adherence to the Service Provider Management Policy and the compliance obligations under applicable Prudential Standards, throughout the Service Provider Management Lifecycle.

Responsibilities

  • Collaborate with stakeholders to ensure compliance with requirements for operational resilience, business continuity and all Service Providers, including materiality and due diligence assessments, risk assessments, reporting, incident and breach management, service provider monitoring, performance exceptions and business continuity planning.
  • Collaborate with stakeholders to ensure compliance with requirements for Material Service Providers (MSPs) where required, and critical operations, including regulatory notifications and submissions, contract clauses, process mapping, tolerance setting, audit engagement, and regulatory and governance reporting. Maintain relevant registers, plans and resilience artefacts.
  • Provide advisory and consultation on contingency, transition and recovery planning for material service providers, critical operations and broader business continuity arrangements.
  • Support business / relationship owners to monitor resilience, service provider and business continuity data health, identify exceptions, vulnerabilities and gaps, and coordinate remediation activities and action plans with stakeholders.
  • Support the development, implementation, change management and administration of operational resilience, business continuity and service provider risk assessment tools, frameworks and associated procedures.
  • Assist with the development, implementation and maintenance of policies, frameworks, standards, plans, playbooks and procedures supporting operational resilience and business continuity.
  • Embed operational resilience, business continuity and service provider risk management into the culture of the organisation by increasing awareness through coaching, forums, training and stakeholder engagement.
  • Provide subject matter expertise, support and consultation to the business in managing operational resilience, business continuity and service provider risk across operations, projects and change initiatives.
  • Coordinate and conduct regular testing activities, including critical operations simulations, company-wide scenario tests, business continuity exercises and drills.
  • Support the Crisis Management team during disruptions, including coordination activities, monitoring tolerances, providing advice, reporting, escalation, post-incident reporting and follow-up activities.
  • Work with stakeholders and support Line 2 to prepare regulatory notifications, consultations and incident reporting related to resilience and business continuity obligations.
  • Support relationship owners to identify and monitor risks relating to operational disruption and resilience vulnerabilities and liaise with relevant stakeholders on remediation activities.
  • Identify areas for improvement and solutions to streamline processes and further enhance resilience outcomes and service to all stakeholders.

Experience & Qualification Requirements

  • At least 3 years' demonstrated experience in operational resilience, business continuity, risk management or compliance, preferably within the insurance industry. Additional experience in insurance operations is desirable.
  • Bachelor's degree in Finance, Commerce, Business Administration, IT, Law or another relevant field highly desirable.
  • Professional industry memberships, qualifications or certifications in operational resilience, business continuity, risk management, compliance or governance are desirable.
  • Proven strong knowledge of industry processes and regulations, including Singapore/Hong Kong prudential standards, and experience in regulatory-driven change programmes and initiatives.
  • Experience in Governance, Risk and Compliance (GRC) applications, resilience tooling or other systems supporting compliance and continuity management is desirable.
  • Experience producing operational, executive, committee or regulatory reporting, including incident, disruption or post-incident reporting.
  • Excellent working knowledge of PC-based systems and applications such as Outlook, Microsoft Word, Excel, Teams, PowerPoint and database or collaboration tools used for managing plans, reporting, contacts, schedules and documentation.
