Functional Analyst - Contract (Freelance)

Contract Role
We are looking for a skilled Functional Analyst to join a high-impact programme supporting critical applications within BE Customs. This is a fantastic opportunity to work at the intersection of business and technology, shaping solutions that directly support essential national operations.

In this role, you will act as the key link between business stakeholders and technical delivery teams, ensuring that requirements are clearly understood, accurately translated, and effectively implemented.

The Role
As a Functional Analyst, you will play a central role in driving change and delivering high-quality application enhancements. You will work closely with stakeholders to capture requirements, define functional specifications, and support the successful delivery of new features and system improvements.

You will be involved throughout the full lifecycle - from initial requirement gathering through to user acceptance testing - ensuring that solutions are aligned with business needs and delivered to a high standard.

Key Responsibilities

• Collaborate with business stakeholders to gather, analyse, and document clear functional requirements
• Translate business needs into detailed functional specifications, including use cases, process flows, workflows, GUI designs, and wireframes
• Act as the bridge between business and technical teams, ensuring clear communication and alignment throughout delivery
• Support change management by assessing impacts on existing systems and guiding implementation approaches
• Define acceptance criteria, contribute to test plans, and ensure solutions meet functional expectations
• Support and coordinate User Acceptance Testing (UAT) activities
• Ensure all required documentation is produced and maintained to the appropriate standard

Skills & Experience

• Bachelor's or Master's degree in IT or a related field
• Minimum 3 years' experience as a Functional Analyst or Business Analyst within application environments
• Strong analytical mindset with the ability to break down complex problems into practical solutions
• Excellent communication skills, with the ability to engage both technical and non-technical stakeholders
• Experience working within Agile or Scrum delivery environments
• Strong documentation skills, including functional specifications, workflows, and user stories
• Experience working with business-critical applications

Technical Knowledge

• Familiarity with cloud environments (e.g. Azure) and their impact on application delivery
• Understanding of data and process modelling techniques and tools
• Experience with object-oriented, multi-tier, or web-based systems, including UML
• Exposure to containerisation technologies such as Docker
• Experience with virtual environments (e.g. VMware, Tanzu)

Language Requirements

• Fluent in Dutch and French, with a strong command of English
