Chase's potential hiring troubles accentuated by Starling Bank drama
JPMorgan has been big on hiring for its international consumer banking team in 2024, so much so that it's added the team's flagship project, Chase, to the London skyline. Last we checked on it, the team had 81 job listings linked to is 'ICBCareer' hashtag. It's seemingly filled the vast majority of those listings, but some concerning ones remain.

The ICB has yet to fill a listing posted back in March for a 'head of fraud - product leader', working on what the bank calls the "1st line of defence for fraud risk" in its London office. The hire is meant to build from the ground up both a fraud organization within the ICB and the tech stack for the fraud product... When they finally arrive.
The role appears to be an outlier; only nine of the 81 listings we last saw are still posted on the site. Other unfilled roles include principal software engineers and a division lead for the fraud response team, but no 'heads of'. A 'head of fraud and financial crime' opening was previously spotted in Chase's Berlin team, but has since disappeared.
One of the ICB's most senior hires is Karolina Hornke, an executive director in technology risk and controls in Berlin. She joined from asset management firm Vanguard, where she was head of information security for its European arm.
The roles that disappeared may not actually be filled, however. A previous 'head of everyday banking' listing in Berlin disappeared, but a 'head of daily banking', posted a few months later, has been unfilled since July. There are currently 61 roles linked to the 'ICBCareer' hashtag.
That a senior fraud employee seems to be hard to find is made more concerning by recent developments at rival digibank Starling Bank. The fintech received a £29m fine for "shockingly lax" financial crime controls, a feat Chase will presumably want to avoid at all costs. The main controversy around that fine, however, revolved around the fintech continuing to open accounts for high-risk customers after previously agreeing with the FCA not to do so.
Chase has continued to look for new hires despite these possible difficulties. It's posted 16 new jobs in the ICB this month, including a data and AI product manager in London familiar with LLMs. Generative AI-oriented talent is another area JPMorgan seems to have had trouble hiring.
